Mrs. Alyse C. Bullock, Small Business Program Analyst, Office of the Secretary of the Navy, Small Business Programs, has over 29 years of experience in Defense Acquisition. Mrs.
Bullock’s responsibilities include performing in-depth analysis of what is driving the Department of the Navy’s (DoNs) small business and the potential impact of new and/or revised policies on socio-economic performance goals and statistics, as well as establishing small business goals for the DoN.

In her previous assignment, Mrs. Bullock served as a Senior Contract Specialist for the Office of Naval Research (ONR). Mrs. Bullock’s responsibilities and focus at ONR included awarding innovative research and development concept contracts promoted by Broad Agency Announcements (BAA) for Long Range Science and Technology Projects, Small Business Innovative Research (SBIRs), and Small Business Technology Transfers (STTRs).

Prior to this assignment, Mrs. Bullock dedicated fifteen years to the Naval Air Systems Command (NAVAIR) where she worked her way up from a clerk-typist, to a budget analyst, and then to a contract specialist. During her time at NAVAIR, Mrs. Bullock supported the A-6 Intruder, EA-6B Prowler, Joint Mission Planning System (JMPS), AV-8 Harrier, T-45 Trainer, and the P-3 program offices. Mrs. Bullock awarded a $25M Indefinite Delivery Indefinite Quantity (IDIQ) contract for the Fatigue Life Management Program and a $423M FFP competitive contract for the T-56 Series III Engine Module Repair.

Mrs. Bullock holds a Master of Science degree in Managerial Leadership and a Bachelor’s of Science degree in Business Management. Mrs. Bullock is a member of the Acquisition Professional Community and is Level III certified in Business, Cost Estimating & Financial Management and Contracting.
