Keysha J. Webb is the Technical Operations Director for the Mission Partner Capabilities Office (MPCO) in the Concept, Development and Management Office (SAF/CDM). The Technical Operations Directorate is responsible for the stabilization, rationalization and sustainment operations for extant and future Mission Partner Environment capabilities to provide a secure, flexible, combined and joint information sharing capability between DoD and designated mission partners during Phase 0 through Phase 5 of operations around the world.

Prior to joining the Air Force in May 2020, Ms. Webb was the Director of the Defense Intelligence Innovation Office (DI2O) for the Office of the Under Secretary of Defense for Intelligence and Security (OUSD(I&S)), monitoring and overseeing the identification, curation and transition of DI2O invested technologies in support of combatant commands, operational needs and Defense Intelligence Enterprise (DIE) gaps. She executed the multi-year ~$20M Intelligence Capability and Innovation Fund enhancing investments in innovation and emerging technologies while promoting engagement with academia, the commercial sector, and multilateral partners.

Ms. Webb has served in a variety of positions across the Department of Defense (DoD) to include serving as the International Programs Manager for the International Armaments Cooperation (IAC) Office within the Office of the Under Secretary for Acquisition, Technology and Logistics (AT&L). She led oversight on international acquisition issues and international agreements for South Africa, Denmark, the Netherlands, and Vietnam. Ms. Webb also served as the Deputy Director of the DoD Foreign Materiel Program managing resource execution and providing policy guidance to the military services, the Defense and Intelligence components for the acquisition and technical exploitation of foreign materiel in support of national and defense strategic goals. Additionally, she was Associate Director for the Counter-Threat Finance Intelligence (CTFI) Support Program, served as the Special Assistant to the Under Secretary of Defense for Intelligence under Dr. Stephen A. Cambone and General James R. Clapper, and was a Visiting Fellow at the Center for Strategic and International Studies (CSIS).

Ms. Webb came to OSD from DoD’s prestigious Presidential Management Fellow (PMF) Program in 2002 and served in multiple rotations at the OSD level to include details with the Joint Staff, J-5 in support of the Global War on Terrorism and the Department of State at the U.S. Embassy New Delhi, India where she served as a Political-Military Analyst engaging senior Indian government officials on a variety of issues including arms control, missile defense, Iraq and nonproliferation.

Before joining the Defense Department, Ms. Webb was an English Language teacher at the elementary school level for the Japanese Ministry of Education in Osaka, Japan, from 1995 to 1998. While there she mastered the second level (N2) of the Japanese-Language Proficiency Test. She also previously worked as a staff writer for the sports focused Atlanta-based Yomiuri Shimbun (Japanese newspaper).

Ms. Webb holds dual bachelor degrees in history and East Asian studies from DePauw University and holds a Masters of Public Affairs from the School of Public Environmental Affairs (SPEA) at Indiana University Bloomington.
