Economic Gray Zone Operations “Foreign Ownership, Control, and Influence” Our adversaries (China and Russia) increasingly use non-military means to achieve their objectives in what is called the “Gray Zone”. These gray zone actions include economic foreign ownership, control, or influence (FOCI) operations working in conjunction with other unconventional cyber forces to gain strategic advantage. These gray zone operations exist below the level of armed conflict (i.e. ICS Cyber Attacks | Adversarial Capital investments in key technology sectors to secure intellectual property transfer or to target through cyber espionage). These gray zone activities pose a challenge to U.S. efforts and the efforts of our allies to pursue our global interests.
